How can i set the Creeper spawn to false?
Or can i set the explotion of creepers false?

Each world.ini has a section on animals, you can set which mobs spawn in the world and which don't. Remove creeper from there and they won't spawn.

There are plugins to disable all explosions, I'm not aware of a plugin that would disable only creeper explosions, though.
