Are resource packs supported? If yes, how can I add a resource pack to my server?

As far as I know, no, resource packs are not supported yet. And there is very little information in the protocol docs about how this feature works, so I think it's rather unlikely that it will get implemented in near future.

But isn't the formatting strictly client-side? The server stores whatever the client sends in the SetSignText packet, and uses that to update the signs.
Well, you could ask Howaner to implement it, he has some pretty good knowledge of server communication and package manipulation
