How to make in world1 and world2 different permissions?
That isn't possible at the moment. All permissions are global.
Adding per world permissions would be a significant complication but might be useful. The main issue would be what to do with permissions like core.plugins, which affect global state so it doesn't make much sense to do them on a per world basis.
What is your use-case? Perhaps it could be solved in a way different than permissions?
