how do i make it so some people don't automatically be an admin?

I had a bug like this before where someone would join and it would add them to admins and it was a 3rd party plugin that was causing it, just can't remember exactly off-hand now as it's been some months.

People aren't automatically admin.

Check your users.ini and groups.ini for errors, or restore them to default
