Need a plugin so people can build in one way or the other world. For example Player1 can build the world's peace, Player2, and can not Player3.
or help yourself to write, just in programming, I really do not quite understand, and have tried to write not get anything

core.build was added as a permission to assign to groups, supposing you enable the core plugin
