Is this like a PS? I mean as in, this is for your own server but not hosted by the original Minecraft?
If this is, is there a guide on how to build one?

MCServer is a custom Minecraft server written in C++
New releases are done for the public once in a while.
If by building one, you mean hosting your own Minecraft server using MCServer check this out http://mc-server.org/wiki/doku.php?id=install
