Plugin Translation - bearbin - 08-14-2013
I have created a plugin translation plugin and it has appeared on github, as if by magic:

https://github.com/bearbin/transapi-client (lib for inclusion in plugins)
The client lib is fairly easy to use for translating plugins, and the main one handles users so they can have a preferred language that follows them.
