Hello!
Well I think he means online mode, deactivating authentication to allow non premium players to join.
Open settings.ini in root folder of mc server.
Change the line
Authenticate=1
to
Authenticate=0

You need to stop the server and start it again after the change to the settings.ini file. Just restarting it via the restart command won't reload this configuration.
