The method Notch uses with TNT is overly complex imo. All TNT needs to do when it explodes is check all blocks within 1 block, destroy them based on chance, power, and block damage resistance. do the same within 2 blocks with less power, then 3, then 4, then 5, then 6.
At least that's what I think.
Any ideas?
