I've made a site with the essential plugins for a cuberite server: https://unnotchslayer1game.wixsite.com/cuberite
The point is that you don't have to FIGURE OUT what plugins you WANT. The site has a list of the MORE important plugins that you WILL KNOW you need.
We also have datapacks for people who want a vanilla server for some reason idk.
