Port 22 is more important, IMHO - the computer's admin expects to connect to their SSH there, not to a man-in-the-middle attacking proxy that a user has started there.

Still, that doesn't explain why you'd need root for running MCS. Even if you set the webadmin to port < 1024, it would fail to bind but the rest of the server should run okay.
