Cuberite doesn't have a specific option that creates AMPLIFIED type maps, but you can mess around with the generator options in the world.ini.
I guess Cuberite's generator is more like the customized worldtype. You can configure almost everything, but unlike the vanilla customized world generator you can even use other biome, composition and shape generators. Even the finishers which you can also turn on or off have options that you can change.
If you want a amplified world you want to mess around with the BiomalNoise3D (assuming you still have the default settings) parameters, especially the BiomalNoise3DBaseAmplitude.
I tried a few configurations quickly and found something you might like:
