This should work:
Message when mobs and players die:
Code:
function OnKilled(Victim)
    Victim:GetWorld():BroadcastChat("Death Lingers...")
end

Message when players die:
Code:
function OnKilled(Victim)
    if Victim:IsPlayer() then
        Victim:GetWorld():BroadcastChat("Death Lingers...")
    end
end
