I want to SPAWN only zombies and no one else to do it? The configuration file settings.ini nothing to not result.

Have you seen zombies spawning in MCServer?. Bacause I never have seen zombies spawning on MCServer. You can make a plugin to spawn zombies, or use eggs. Hopefully we will have better mob spawning soon

Mobs spawning in the current svn versions is very deficient and is currently heavily worked on by Mgueydan, there's no point in trying to implement something that will be overwritten soon anyway.
