Anyone knows where does the vainilla permissions are? thankz!

What list exactly are you looking for?
Each plugin has its own permissions that you can give to players, so you should consult documentation for each separate plugin. Usually the plugin has a forum post that lists the permissions, or when hosted on GitHub, it has a readme.md file that lists the permissions. For example the WorldEdit plugin:

If you're looking for a way to manage permissions in your server, you need to activate the WebAdmin first, and from there you can edit the ranks, permissions groups and assign them to players. Basically speaking, each player has exactly one rank, each rank has, among other things, the list of permission groups assigned to it, and each permission group is just a named list of permissions.

Hm, an idea - the Core could actually use the Info.lua files of the other plugins here, so that it can load their lists of permissions and present those in the webadmin. How cool would that be?
