What I have thought how to implement:
OnCommandExecute:
get a list
foreach list, send chat target <player>: /command with options
OnCommand (register a command)
add executing player to the list if permission
possibly add specific player to the list if executING player has permission (player who gets on the list does not need to have the permission)
