As far as I know lightning doesn't need rain to spawn.

I think in minecraft it only happens in thunder weather mode?

My test results:
I generated a flat map with the desert biome and changed the weather to thunder and waited.... Can't hear and see a single lightning strike...
So do not spawn them in deserts, i guess
