That error is nothing to do with your own code, it is a result of lack of maintenance to the WorldEdit CI system. Recently the unmaintained and deprecated windows builds were removed from the buildserver which has apparently removed a file which was required to test WorldEdit. I will have a look this evening at it, but don't worry that there's something wrong with your work causing the issue.
