That error is nothing to do with your own code, it is a result of lack of maintenance to the WorldEdit CI system. Recently the unmaintained and deprecated windows builds were removed from the buildserver which has apparently removed a file which was required to test WorldEdit. I will have a look this evening at it, but don't worry that there's something wrong with your work causing the issue.

We just need to change the path where the .luacheckrc file is downloaded from; Appveyor builds this file, so we just need a proper path for "the latest".
