Perms Plugin

I am new to using Cuberite servers, and I was wondering if there were any plugins that would allow you to easily manage perms and ranks. My webadmin isn't working, and I don't know what to do.

I set up the webadmin the exact way it said to.
Whenever I try to access it, it says that the website took too long to respond.
