I'm sorry, I don't understand what you mean.
So when MCServer generates a new world, it does not write the spawn coordinates that it generated to the world.ini file. Instead, it writes them to the NBT data.
The example world.ini files should not have spawn coordinates specified, and the default behaviour of the server should be to read the coordinates from NBT data when they are not specified in the world.ini.
Then users can edit the coords in the world.ini, but only if they need to change them.
