Better world.ini documentation?

I don't think making it a plugin is worth the effort. Unlike the API, there's no info about the generators the plugin could query from the server. So a simple HTML documentation seems sufficient to me.

As for the generator, I guess currently the best documentation is in https://github.com/cuberite/cuberite/blo...rator.html , it describes some of the ideas and algorithms used for generating. Unfortunately it's pretty old. I guess I should update it
