No Attack Cooldown & Make parrot not fall off the shoulder

I'm new to cuberite.
Is there any way to make a plugin that all tools have no cooldown?
And is there a way for a plugin that parrots don't fall off the shoulders, only if you sneak?

I just saw that the Server is in 1.12 and parrot eggs are in the creative tab.

Cuberite supports the 1.12 protocol, but we don't support all the features yet. In fact, we don't even completely support all other versions yet. The items are always in the creative tab since it's handled at the client, not the server.
