Callback is not executed
You must register hook before use
cPluginManager.AddHook(cPluginManager.HOOK_PLAYER_RIGHT_CLICK, MyOnPlayerRightClick);
And rename your function OnPlayerRightClick to
MyOnPlayerRightClick
