How should I use cPluginManager.ExecuteConsoleCommand ???

I believe console commands don't start with a /.

Also, you can if you use a colon you don't have to provide cPluginManager as an argument:

cPluginManager:ExecuteConsoleCommand("say Does this work?!?");
